bpo-36352: Avoid hardcoded MAXPATHLEN size in getpath.c (GH-12423)
 
* Use Py_ARRAY_LENGTH() rather than hardcoded MAXPATHLEN in getpath.c.
* Pass string length to functions modifying strings.
