Multiprocessing and concurrent.futures tests now stop the resource
tracker process when tests complete.

Add ResourceTracker._stop() method to
multiprocessing.resource_tracker.

Add _cleanup_tests() helper function to multiprocessing.util: share
code between multiprocessing and concurrent.futures tests.
