Several built-in and standard library types now ensure that their internal result tuples are always tracked by the garbage collector:

- collections.OrderedDict.items
- dict.items
- enumerate
- functools.reduce
- itertools.combinations
- itertools.combinations_with_replacement
- itertools.permutations
- itertools.product
- itertools.zip_longest
- zip

Previously, they could have become untracked by a prior garbage collection.

bpo-42536: GC track recycled tuples (GH-23623)

fix_encoding.py
#! /usr/bin/env python3
#
# Fixes encoding of the project files to add UTF-8 BOM.
#
# Visual Studio insists on having the BOM in project files, and will
# restore it on first edit. This script will go through the relevant
# files and ensure the BOM is included, which should prevent too many
# irrelevant changesets.
